-7:00 P.M. Chairperson call meeting to order -Copy of the Open Meetings Act is posted on the bulletin board in the council chambers for public inspection and review -Roll Call - Approve minutes of October 12, 2021 Meeting -Place October 2021 Treasurer's Report on file 

1. JEO- Tyler Keenan; Lagoon Project 

i. Review and consider award and change order for the Wastewater Lagoon Project-Tyler K. ii. Review and discuss the Water System Preliminary Engineering Report-Tyler K. 

2. JEO Review and consider award for paving project-Mike Schultes 

3. Re-Appointment of JEO Consulting Group, Inc., as 2022 Village Engineer 

4. Re-Appointment of Steve Parr, JEO Consulting Group, Inc. as Street Superintendent for 2022 

5. Low Income Household Water Assistance Program 

i. Board will review new LIHWAP program documents and consider participation in the program as the 

Village of Fairmont's Water and Wastewater suppliers. ii. Board will consider authorizing Chairperson Moses to sign LIHWAP Vendor Agreement. 

6. Membership for the League of Nebraska Municipalities $3,988.00 

7. Resolution 2021-9 Adoption of FEMA approved Little Blue NRD and the Lower Big Blue NRD Multi 

Jurisdictional Hazard Mitigation Plan Update 

8. SENDD #19-HO-36005 Request for Contract Amendment/Extension-Chairman Moses will need to sign 

extension letter 

9. Appointment of Karen Margheim as Village Clerk 

10. Signature card on file with Heartland Bank-add Karen Margheim and remove Courtney Salmon

The village board may go into closed session to discuss certain agenda items to protect the public interest or to prevent the needless injury to the reputation of the individual and if such individual has not requested a public hearing. 

This agenda shall not be enlarged later than 24 hours before the meeting except for items of an emergency nature.
